Hebrews 8:10-11 " For this is the covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God, and they shall be to me a people:

And they shall not teach every man his neighbor, and every man his brother, saying, Know the Lord: for all shall know me, from the least to the greatest."

When you read it, do you see the significance in it?

Romans 2 (CNT)

14 for when the Nations, which do not have the law, by nature practice the things of the law, these, not having law, themselves are a law; 15 who exhibit the work of the law written in their hearts, bearing witness with their conscience, and between one another considering accusations or then defending the accused;)

Apparently Rome, who was in the beginning, comprised of Israelites, bore witness to The Law, having the nature of The Law. It was a great Republic in the beginning.
