I need help please

Hello to all...
I just stumbled across Dueteronomy 23: 7-8 and can hardly believe my eyes! Can someone please explain what this might be about? I can see about the Egyptians but not edomites, my brother?HELP
Also 23:19 I would naturally feel that if I can't partake of usury in my own house then by God it would not be allowed at all yet Yahweh says it is ok to lend in usury to strangers.( seems kind of like"oh well screw em they are'nt family")?

any help would be greatly appreciated
