From what I can gather, the cartoon above, “The White Man’s Burden (Apologies to Rudyard Kipling)” was published in the journal Judge, which was affiliated with the Republican Party, on April 1, 1899. The artist is Victor Gillam.

Kipling's poem by the same name was originally published in McClure’s Magazine, February, 1899 (Vol. XII, No. 4) apparently as a response to the Spanish-American War, as the following makes clear:
