Act 2:17 is a reiteration of Joel 2:28; the context of "all flesh" is all Israelites. The word 'prophecy' can also mean 'to teach.' If predicting the future has ceased, then the logical application is that the sons and daughters would be teaching the real Good News in the last days. "Where there is no vision, the people perish” Proverbs 29:18. If you recall the Disciples asking Christ for a sign (prophecy) in Mt. 24, He didn't give them any specific time table, although there have been false prophets for the last 2000 years who have been more than happy to prophecy "the end." I don't think the timing is as important as is the message of Christ. We should always be prepared to meet Him at any time.
