I don't think you're going out on a limb here, Mark. After all, the "counter-revolutionist" in "1984" is a character named Emmanuel Goldstein, and Orwell not so subtly modeled him after Leon Trotsky, who wrote the book
The Revolution Betrayed, which is a diatribe against the Soviet "Big Brother" Joseph Stalin.
Like many writers and artists of his generation, Orwell early in life was an idealist who was firmly on the Left politically, and actually went to Spain to fight against the "Fascists". While in Spain, he experienced first hand the insanity, contradictions, and brutality of the communists when they labeled Orwell himself a fascist, even though he was fighting on their side. It was this experience in Spain that probably provided the material for revolutionary "double speak".
Like any self-respecting White man, Orwell obviously showed that he was repulsed by jews at different times in his life. In fact, he once pointed out that during the German bombing raids in London, the cowardly jews were notorious for safely hiding in the subway tunnels. At the same time, as a writer he was beholden to the jews who promoted his career--and was friends with many jews, so many in fact, that the presence of jews at his funeral was impossible to not notice.
His essay, "AntiSemitism In Britain" was actually published in a jewish journal, and it's worth reading to better understand his conflicted views on jews. He rightly points out how prior to WWII, antisemitism was an accepted part of polite English society and literary tradition:

And it's the ultimate irony that the jews, in their blind self-love, fail to understand that had it not been for their own brutal revolutionary double-mindedness and hypocrisy, which Orwell witnessed with his own eyes during the Spanish Revolution, "1984" could never have been written. With that in mind, it's not difficult to fathom why his review of "Mein Kampf" wasn't exactly as scathing as the jews would have preferred.
