Behind every prejudice is a glimmer of reason. Africans are a primitive people; we do not need to deny the obvious.
Black Africa has not produced a world class civilization. At present, the level of science and technology in Africa is so poor that it makes you want to cry.
Africans are culturally (they do not have a well-educated middle class) not yet capable of running a modern civilization such as is found in Western Europe and North America.
However his real solution is not to educate negroes. Actually his real solution is for negroes to "breed up" by mixing with Whites, so he advocates race-mixing, and that is the entire purpose of the article.
Evidently he is ignorant of ancient history, and therefore cannot learn from the lessons of Egypt, Ethiopia, Libya, Algeria, Mauritania, etc...
