I would recommend reading all of Isaiah ch 14 & 13.
This passage in Isaiah refers to the latter days that we are in now. Stranger in verse 1 is the Hebrew word ger, not Nekar, which refers to the heathen or those not of your race.
Ger is a political alien, but is still of your race(reference).

4That thou shalt take up this proverb against the king of Babylon, and say, How hath the oppressor ceased! the golden city ceased!
These politicians in our government of our own race have sold us out to the jews and are our political aliens.
We Israel are being oppressed by this Babylonian system, in the land Yahweh gave to Israel for our inheritance: this New Jerusalem.
25That I will break the Assyrian in my land, and upon my mountains tread him under foot: then shall his yoke depart from off them, and his burden depart from off their shoulders.
26This is the purpose that is purposed upon the whole earth: and this is the hand that is stretched out upon all the nations.
Yahweh will break that jewish yoke from the whole world and has been wringing the neck of the nations.

Isaiah 13:19
19And Babylon, the glory of kingdoms, the beauty of the Chaldees' excellency, shall be as when God overthrew Sodom and Gomorrah.
20It shall never be inhabited, neither shall it be dwelt in from generation to generation: neither shall the Arabian pitch tent there; neither shall the shepherds make their fold there.
21But wild beasts of the desert shall lie there; and their houses shall be full of doleful creatures; and owls shall dwell there, and satyrs shall dance there.
22And the wild beasts of the islands shall cry in their desolate houses, and dragons in their pleasant palaces: and her time is near to come, and her days shall not be prolonged.
Now I as a second witness, I will refer to Revelation 18: 1And after these things I saw another angel come down from heaven, having great power; and the earth was lightened with his glory.
2And he cried mightily with a strong voice, saying,
Babylon the great is fallen, is fallen, and is become the habitation of devils, and the hold of every foul spirit, and a cage of every unclean and hateful bird.
3For all nations have drunk of the wine of the wrath of her fornication, and the kings of the earth have committed fornication with her, and the merchants of the earth are waxed rich through the abundance of her delicacies.
That great city Babylon that is the habitation of devils where Yahweh was crucified will be destroyed as Sodom and Gomorrah. Revelation 11:8
8And their dead bodies shall lie in the street of the great city, which spiritually is called Sodom and Egypt, where also Yahweh was crucified.
Yahweh will bring a true holocaust and the saints, the elect, will be victorious.
